The Documentation Journey
Phase-by-phase document checklist — from offer letter to visa collection.
Canada requires a Study Permit issued by IRCC (Immigration, Refugees and Citizenship Canada). Nepali students apply in stages: first to a Designated Learning Institution (DLI) for an offer letter, then to IRCC for the study permit. The Student Direct Stream (SDS) gives faster processing (~20 working days) for applicants with IELTS 6.0+ in all bands and a GIC of CAD 10,000. Typical timeline: apply to universities Aug–Nov, receive offer letter Jan–Mar, file study permit Mar–May, depart Aug–Sep for the fall intake.
Phase1University Application — Documents for Offer Letter
Prepare these before applying to any Canadian DLI. Most universities require a Statement of Purpose and 2–3 recommendation letters.

Certified true copies of all mark sheets and certificates from SEE/SLC to your highest qualification. Documents in Nepali must include a certified English translation. Post-secondary applicants also need degree certificates and provisional certificates.
Minimum 6 months validity beyond your intended return date. Apply for or renew your passport early — Nepal passport processing takes 4–8 weeks. Some universities ask for a scanned copy of the bio-data page at application stage.
SDS applicants: IELTS Academic with minimum 6.0 in EACH of the four bands (no single band below 6.0). Non-SDS: follow institution minimums (typically 6.0–6.5 overall). Some programs (nursing, education, law) require 7.0+ — check your specific program requirements.
Required by almost every Canadian university and college. Master's and PhD programs: 2–3 academic referees (professors who taught you). PG Diploma and college programs: professional or academic references accepted. Letters must be on official letterhead, signed, and emailed directly by the referee or submitted in a sealed envelope.
Explain your academic background, why this specific program and institution, your career goals after graduation, and — critically — your ties to Nepal and why you plan to return. IRCC officers also review SOPs for immigration intent. Avoid generic templates — personalise every SOP.
Required for most Master's, MBA, and PG Diploma programs. List education, work experience, research, publications, and extracurricular activities. 1–2 pages maximum. Some design, architecture, and art programs also require a portfolio.
Required for MBA and programs specifying work experience. Include appointment letter, job description, and salary information. Not required for direct entry from Bachelor's into most Master's programs.
Phase2Study Permit Application (IRCC)
Apply online at ircc.canada.ca after receiving your Letter of Acceptance. Start the NOC and medical exam immediately after the offer — both take time.

Study Permit Application (IRCC)
Apply online at ircc.canada.ca after receiving your Letter of Acceptance. Start the NOC and medical exam immediately after the offer — both take time.
Must be from an institution on Canada's official DLI list (canada.ca). The letter must confirm your program name, start date, duration, and student ID. Verify the DLI number — fraudulent letters are a common cause of visa refusals.
Introduced by IRCC in January 2024 as part of Canada's international student cap. Required for: undergraduate degrees, college diplomas, PG diplomas, and certificates. NOT required for: Master's programs, PhD programs, elementary/secondary schools, and programs under 6 months. Your DLI requests the PAL from their provincial government within their quota allocation — you do not apply for it yourself. The DLI will include the PAL number in your Letter of Acceptance or send it as a separate letter. IRCC will reject study permit applications without a valid PAL where required — confirm with your institution whether their LoA includes the PAL number before submitting.
Apply for the NOC from the Ministry of Education, Science and Technology (Keshar Mahal, Kathmandu) immediately after receiving your offer letter — do not wait. Processing takes 2–4 weeks. The original NOC is required for the IRCC study permit application AND for NRB forex remittance. The NOC must match your exact institution and program name on the offer letter.
SDS: Purchase a Guaranteed Investment Certificate (GIC) of CAD 10,000 from a participating bank (CIBC, Scotiabank, BMO, National Bank, or Desjardins) before applying. After arrival, the GIC releases approximately CAD 615/month over 12 months. Non-SDS: bank statements showing tuition + CAD 10,000/yr living costs for the entire study duration.
First pay the CAD 85 biometric fee online as part of your IRCC application — you get a biometric instruction letter. Then book a biometric appointment at the Canada VAC (TLS Contact) in Kathmandu. Biometrics are valid for 10 years. All applicants aged 14–79 must submit. Do not book the appointment before paying the IRCC fee.
Doing the medical exam upfront significantly speeds processing and is strongly recommended. CIWEC Clinic (Lazimpat) and IOM clinics in Kathmandu are IRCC-designated. The medical result is valid for 12 months. Cost: NPR 8,000–15,000. Bring your passport and your IRCC application number.
IRCC may request a Nepal Police Clearance Certificate during processing. Useful to prepare in advance so you can respond quickly. Issued by Nepal Police HQ, Naxal (3–7 working days, NPR 1,000–2,000). If you have lived abroad for 6+ months, PCC from those countries may also be needed.
If your DLI is in Quebec (McGill, Concordia, Université de Montréal, etc.), you must obtain a CAQ from Quebec's Ministry of Immigration (MIFI) before applying for the IRCC study permit. Apply at immigration-quebec.gouv.qc.ca. Processing: 3–5 weeks, cost CAD 117. You cannot submit the IRCC study permit application until you have the CAQ number.

Funds must be consistent, well-maintained, and fully explainable. Sudden large deposits (gift money, transfers from abroad) raise red flags — IRCC looks for organically accumulated savings. For SDS applicants, the GIC certificate significantly reduces the bank statement burden. Show the source of all large transactions with written explanations.
Must confirm the loan amount, purpose (education in Canada at the specific institution), repayment terms, and collateral. Must be from an NRB-regulated Class A commercial bank. Include the bank's letterhead, authorised signature, and loan account details. Disbursement schedule must cover each year of study.
For salaried sponsors: employer letter on letterhead, 3–6 months salary slips, and last 2 years of Income Tax Return (ITR). For business owners: business registration certificate, ITR, balance sheet, and auditor's certificate for the last 2 financial years. Must demonstrate capacity to fund the full duration of study.
Lalpurja (land ownership certificate) and government-registered property valuation in English are useful supplementary evidence showing financial stability and ties to Nepal. Not mandatory, but strongly recommended if bank statements alone are insufficient. Include valuation by a registered valuer, translated to English.
After your study permit is approved, take your NOC letter, offer letter, study permit approval, and fee demand from the university to your bank. The bank processes a telegraphic transfer (TT) under NRB's annual education forex limit of USD 10,000 per academic year. Book this appointment well in advance of your tuition payment deadline.
Phase4After Approval — Pre-Departure Checklist
Once your study permit is approved, complete these before boarding. Do not travel without the Letter of Introduction and confirmed accommodation.

After Approval — Pre-Departure Checklist
Once your study permit is approved, complete these before boarding. Do not travel without the Letter of Introduction and confirmed accommodation.
When IRCC approves your application, you receive a Confirmation of Study Permit email with a Letter of Introduction (LoI). Print multiple copies — you will present it at the Canadian Port of Entry (POE). The actual study permit is stamped in your passport at the border by CBSA, not before departure. The LoI is NOT the study permit itself — do not travel thinking it is.
Note the bank and branch where your GIC is held (CIBC, Scotiabank, BMO, etc.) before departure. After arriving, open a Canadian bank account at that institution and the GIC funds will be released in monthly instalments of approximately CAD 615 over 12 months. You will need your GIC reference number and study permit to activate.
Your university's student health plan typically starts after enrollment. Ontario and some other provinces have waiting periods for provincial health plans. Purchase travel insurance covering the flight and the first 1–3 months. Your university international office will advise on provincial health insurance timing.
Carry a letter or confirmation of where you will stay on arrival — on-campus housing confirmation, or a letter from a host/relative. CBSA officers may ask. Do not travel without confirmed accommodation for at least your first week, especially for September intake when housing is extremely competitive.
A SIN is required to work legally in Canada (20 hrs/week during studies, full-time during scheduled breaks). Apply at any Service Canada office — bring your study permit, passport, and Letter of Introduction. The SIN is issued same-day. Without a SIN, no Canadian employer can legally pay you.
All major banks (RBC, TD, Scotiabank, CIBC, BMO) have student accounts with no monthly fee for the first year. Bring your passport, study permit, and a lease agreement or housing letter to the branch. This account is also where your GIC monthly instalments will be transferred.
SDS vs Regular Stream — which path is right for you?
Student Direct Stream (SDS): requires IELTS Academic 6.0+ in ALL four bands, GIC of CAD 10,000 purchased before applying, upfront tuition payment, and upfront medical exam. Processing: ~20 working days. Regular stream: more flexible on financial proof and does not require GIC, but processing takes 8–12+ weeks and financial scrutiny is higher. For most Nepali students with IELTS 6.0+ scores in all bands, SDS is significantly faster and the recommended path. If any IELTS band is below 6.0, you must use the regular stream.

Frequently Asked Questions
Do Nepali students need an NOC to study in Canada?
Canada does not require a No Objection Certificate from the Nepal government as part of the study permit application. However, NRB remittance procedures apply — you need proper documentation (acceptance letter, fee invoice, study permit) to transfer tuition fees from Nepal. The Student Direct Stream (SDS) additionally requires a GIC (Guaranteed Investment Certificate) of CAD 10,000 from a Canadian bank.
What is the SDS and does Nepal qualify?
The Student Direct Stream (SDS) is a faster processing pathway for study permit applications from eligible countries — Nepal is on the SDS list. SDS applicants typically receive a decision within 20 working days (compared to 8–16+ weeks for regular applications). Requirements: IELTS Academic 6.0 in each of the four bands, full payment of first-year tuition, a GIC of CAD 10,000, and a Provincial Attestation Letter (PAL) from your destination province.
What is the Provincial Attestation Letter (PAL) and do I need one?
The PAL is a new requirement introduced by the Canadian government in January 2024. Most undergraduate and college students need a PAL from their destination province before their study permit can be processed. Most Designated Learning Institutions (DLIs) apply for the PAL on behalf of admitted students — confirm with your university whether they handle this. Master's and PhD programs are generally exempt from the PAL requirement.
How many hours can I work in Canada as a student?
As of May 2024, Canada restored the 20-hour per week work limit for international students during academic sessions. During scheduled breaks (summer and winter holidays), you can work full-time without restriction. The temporary COVID-era policy allowing 40 hours/week ended in April 2024. This applies to all study permit holders at DLIs.
What is the Post-Graduation Work Permit (PGWP) and how long does it last?
The PGWP is an open work permit allowing graduates of Canadian DLIs to work anywhere in Canada for any employer. Duration: for programs of 8 months to 2 years, the PGWP matches the program length. For programs of 2 years or more, the PGWP is valid for 3 years (the maximum). You must apply within 180 days of receiving your final grades or graduation letter. The PGWP is the key bridge between studying in Canada and Canadian permanent residency.
Which Canadian city is best for Nepali students?
Toronto has the largest Nepali student population and the most job opportunities, but is among the most expensive cities in Canada. Vancouver is beautiful and tech-focused but very expensive for housing. Montreal offers a unique bilingual experience with lower living costs and lower tuition at French-language institutions. Calgary and Edmonton are affordable with strong energy and tech sectors. Winnipeg, Halifax, and Regina are significantly cheaper and have active provincial nominee programs that benefit international graduates.
Can I apply for Canadian PR after studying and working in Canada?
Yes — this is one of Canada's strongest attractions. After 1 year of skilled work experience in Canada (NOC TEER 0, 1, 2, or 3) gained on your PGWP, you can submit a profile to Express Entry under the Canadian Experience Class (CEC). CRS draws happen regularly, and CEC candidates with Canadian experience typically receive invitations within 6–18 months. Many Nepali graduates complete this pathway in 4–6 years total from arriving as students.
What is the PGWP field-of-study requirement for college graduates?
If your study permit application was submitted on or after November 1, 2024, and you are studying at a college, polytechnic, or institute (not a university bachelor's/master's/doctoral program), your program must align with one of IRCC's eligible fields of study to qualify for a PGWP. The eligible categories are: agriculture and agri-food, healthcare, STEM (science, technology, engineering, mathematics), skilled trades, and transportation. Common programs that do NOT qualify: general Business Administration, Hospitality Management, Graphic Design, Marketing, and Fashion Design. Students who submitted their study permit application before November 1, 2024 are not subject to this restriction. University graduates completing bachelor's, master's, or doctoral degrees are fully exempt regardless of field — the restriction applies only to college-level programs.
Can my spouse work in Canada while I study there?
Since March 2024, spousal open work permits are only available to spouses of students enrolled in master's degree, doctoral degree, or qualifying professional degree programs (such as medicine, dentistry, law, or pharmacy at a Canadian university). Spouses of undergraduate (bachelor's) students and college/diploma students are no longer eligible for spousal open work permits — this is a significant change from the pre-2024 policy. If you are admitted to a master's or PhD program, your spouse can apply for an open work permit valid for the duration of your program. For bachelor's or college programs, your spouse would need to qualify for a separate work permit independently (for example, an IEC working holiday visa if eligible).
What is the difference between Express Entry and Provincial Nominee Programs (PNPs) for Canadian PR?
Express Entry is Canada's federal immigration management system — it ranks candidates using the Comprehensive Ranking System (CRS) and issues Invitations to Apply (ITAs) to the highest-scoring candidates in regular draws. The Canadian Experience Class (CEC) stream is most relevant for international graduates: after 1 year of TEER 0/1/2/3 work experience in Canada on your PGWP, you can submit a profile and typically receive an ITA within 6–18 months. Provincial Nominee Programs (PNPs) are run by individual provinces for workers and graduates who intend to settle in that province — examples include Ontario's OINP International Student stream, BC PNP Tech stream, and the Atlantic Immigration Program. A provincial nomination adds 600 CRS points, effectively guaranteeing federal PR through Express Entry. The most common pathway for Nepali graduates: study → PGWP → 1+ year Canadian work experience → Express Entry CEC or provincial PNP nomination → PR in 4–6 years total.
